A sign would be considered highway advertising if it met the following
criteria: adjacent to a primary highway or intestate highway; not
considered an on-premises sign (an on-premises sign is a sign
advertising activities conducted or maintained on the property on
which it is located); and the sign is for the purpose of advertising
a product, event, person, or subject not related to the premises on
which the sign is located. A non-commercial sign, which is a service
club, religious, or directional, would also require a permit if it
met the conditions referenced above.
